BBC Fine - Who Pays?

Ofcom fines BBC £150k over radio prank calls to Sachs - Scotsman.com News

Did this £150k come out of the pockets of those responsible? And where does it end up? Those are the two more interesting questions that no one has asked.

My answer would be, it comes from the money that would otherwise be distributed to ALL relevant BBC staff as bonuses each year, which I think would result in ALL BBC staff becoming vigilant re the organisation's output.

Surely it is no different to the police, council, government department etc (or even a newspaper?) being fined. The people responsible never suffer just the public.
