Alistair Darling will use the Budget to announce the creation of a new state bank, backed by £2bn of public and private cash, which will help finance companies planning to build green energy projects and high-speed rail links. The venture is designed as a key plank in the Chancellor's platform for building growth and investment over the next decade.

In a key area of economic policy — the bit that keeps the lights on, the house warm and the factories humming — the Tories have abandoned the free market and are now firmly in favour of a planned economy.
The Government has produced myriad policy documents addressing these problems but none is as radical as this. Mr Cameron wants to do nothing less than lead our energy industry by the nose with price-fixing, market-rigging regulation and state-directed investment.
