I'm sure you noticed that this story came from the Scottish Police Federation conference: there is no performance related element to police pay in England for officers below the rank of superintendent.

OT(although... maybe not in terms of the patterns that occur in both stories), but very entertaining: http://translate.google.com/translate?js=y&prev=_t&hl=en&ie=UTF-8&layout=1&eotf=1&u=http%3A%2F%2Fwww.bluewin.ch%2Fde%2Findex.php%2F24%2C265341%2FSchwindel_mit_Solarstrom_in_Spanien_aufgeflogen%2Fde%2Fnews%2Fwirtschaft%2Fsda%2F&sl=de&tl=en
