Britain will sign up for fiscal discipline in the eurozone, but not at the expense of our industries or our independence

Why do we need to "sign up for" fiscal discipline in the eurozone, when we are not part of the eurozone?

Two answers I suppose:

1. We'll be paying for it anyway
2. The Cameroid intends to join the eurozone once the current fuss has been magicked away.

When (2) comes about, it will turn out - naturally - not to involve any substantial transfer of power (according to D. Cameron esq) so there will, of course, be no need for a referendum.
