Steve Hilton, the Prime Minister’s former director of implementation, suggested that the size of the Civil Service could be cut by 70 per cent. The proposals are being strongly opposed by parts of the Civil Service, which is now attempting to take charge of the reform programme.

They are talking about flexi-time.
It's absolutely widespread in private business and with a few obvious exceptions (shift cover and suchlike) it causes no problems whatever.

Have to admit I'm having a bit of trouble seeing what all the fuss is about m'self. Maybe I don't understand Brit politics very well but this looks like stuff that's pretty common in the private sector over here in the States.
